AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these political entities, the study indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, implying the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
